From what I read, it's not so much about the network, it's about the rights to use the character of Clarice? I think the writers feel at this moment they've taken it as far as they can without introducing her character. My teenager LOVES this show and she's gutted.
Ok wait, Hannibal is fiction. The character was modeled after a Mexican doctor Alfredo Balli Trevino so why can't they just replace Clarice with someone else? I've never seen the show. I've always wanted to because Silence of The Lambs is one of my favorite movies ever.
I think they wanted to keep it as close to the books as possible. Why they can get the rights to use every other character, but not Clarice seems a bit strange.

first part of the season it is some kind of mash up of Rising and Hannibal Novels... Remember they are Retelling the whole history... if they do as in the novels Hannibal must have over 80 years old... so the same events not the same order and not exactly the same people... Carlo was Killed in the Second Season Remember...
