Thank you very much for your answer. The idea is to play videos at parties and be GEMA compliant and I do not want to set up a VHS video recorder to play the video of Killing An Arab on the big screen. :-)
"GEMA" stands for "Society for Musical Performing and Mechanical Reproduction Rights" in Germany.

If you already have a VHS of Staring at the Sea an easy way to digitize it is to hire a broadcast quality video cam that uses a memory card. The cam must have the 3 composite jacks to interconnect with your STEREO VHS machine. Once you have the VHS captured on the card you can ingest it and manipulate it.
Easy peasy. Naturally, you must be able to read the card on your own gear.
Or take the video tape to a post-production house and have them digitize it for you.
The problem is that digital copies are not GEMA compliant in Germany. The GEMA website says Remuneration for private copying remains an important source of income for creative professionals ... The use of creative content must be remunerated - this clearly includes private copying ... Especially in times of corona-related cancellations of concerts, film festivals, exhibitions or readings, private copying remuneration is an important support for the creative industry. Authors and neighbouring rights holders receive fair remuneration for the use of their works through this system ... here is that in German: bit.ly/3VUUGBJ
You could digitise a VHS or laserdisc for private use but you'll need to pay performing rights royalties if you're showing it to an audience
That would be roughly the right way to go. Due to a lack of hardware, I have decided against this idea for the moment and I will keep my eyes open at flea markets. ;-)
