I have a dedicated external HDD with folders by year, folders for misc collections (demos etc.).
I have a whole different folder for videos but haven't split that into years yet, so it's a bit of a mess there 
It is worth keeping a backup too, just in case the HDD crashes. Data discs work well & if you have a blu ray burner, you can get tons on one disc.

That's what I would do.
Storage is no way near as expensive as it used to be, so picking up a decent sized drive shouldn't cripple you.
One other thing you'll probably discover is just how many duplicate shows you have once they're in some sort of order.
That'll let you clear out even more space.

Folders are years then date, venue, type of file FLAC, MP3 etc... then where and from whom I downloaded them.

Yes back them up. I have all shows on both. I download then transfer them over. Not losing those!!

Then open each year and MAKE NEW FOLDERS BEFORE DOWNLOADING THE FILE

Because once you download the file in order to get your dime ratio up you shouldn't change the file location. So I put them in folders of their own so it looks neat and tidy

If you haven't altered the torrents in anyway you can move them back to your download folder - copy and paste them, then if you download the same torrent again your uTorrent (or whatever you use) will perform a "re check" and start seeding those torrents.
