Maybe didn't have enough time to choose a band? Or maybe didn't want to worry about the cost/hassle of carrying another band and their equipment across Oz? Robert is known for hand picking who he wants opening for them, so I imagine it was just another task that got pushed as they got busier and busier getting ready for the tour.
