Yep. dbpoweramp's the solution for recognising & burning. I've not delved into its down sampling options at all though. One other (free) option you might fancy a look at is Audacity. That'll give you the added bonus of being able to down sample, edit, re-master & mess about to your heart's content
another question:
what software do you use /how can you tell if a FLAC audio file is 16bit/48khz or 16bit/44khz?? / if it is not stated in the info file of a show
I tried to do a right click/properties check on different .FLAC files I have in my collection but could find no details info in the pop up box like you can with .mp3 files ie: 320kbps
sounds like Audacity and/or dbpoweramp are the way to go if I do NOT want to mess around or worry about conversion of .FLAC files to burn direct/normalize audio to CDR

No it's not a burner. But you can fiddle with stuff. But you also can save it in any format you like, even if you don't fiddle with it After that, you just need a program that can burn. Itunes can actually do that too. But you will need to convert to wav or aiff to do that. Once you've burned, you can bin the wav/aiff files. if you have the original flacs, then you always have the originals. You can easily archive those on a data disc to clear them off your pooter if you need to.
Nero/Roxio -- over bloated GARBAGE!! dBpoweramp is what you need, burns gapless CD's from virtually any audio format, also converts audio files/writes ID Tags/rips discs. Does a lot more, I've used it since the day it launched and have never had a problem. Nero and Roxio come with too many extras, unneeded extras that just bloat your system.
If you want pure FLAC/WAV files played from your PC get a Cambridge Audio DAC Magic, plug into the USB port and you'll never look back - incredible sound.

I am trying out a FREE download trial version of dBpoweramp CD Ripper / Music Converter R15.1 [is this the burner or just the converter part of the software??] right now and maybe it's just me but I am finding the software very complicated to use and could NOT figure it out and/or even how to add files to the window to burn .FLAC /normalize audio to CDR like in the image screenshot
I put in a blank CDR in my computer burner drive : E and keep getting an error message; "insert blank CDR"
the trial version has CD Ripper checked off in the features
