By bums, do you mean the thousands of homeless people here?
I don't know about surly, but I sure wouldn't want to have no choice but to be outside in this weather. Just as when it's frigid out, I think lots of them seek refuge in the subway system. Not on the platforms, which almost feel grosser than actually being outside since they're so far underground and the heat gets trapped down there, but on the actual air-conditioned train cars.
I would take upper 80's... Please!

no, i'm taking about the professional hobos. the guys who think its charming to hold up signs saying i need weed or beer. you know, sit around & get high & live off the fat of the land. i have no issue with people truly in need but i detest laziness. we have a huge problem in seattle & our city thinks the solution is to throw money at them with zero accountability. a lot of these people manage to have nicer cell phones then i do. oh, i'm paying for that with a surcharge on my bill. it is out of control. in our city, there are jobs out there for the taking with a little effort. also programs to truly help but it takes filling out forms, etc. my sis isn't homeless as daddy gave her a condo & has an income which she blows on stupid shet. always leaching because she is too fooking lazy to stand in line & do the paperwork. the san francisco approach to the homeless doesn't work. last time i was there, i literally had guys chasing me down the street looking for a handout. sadly, that is happening here now. i have seen a nice car pull up to a zone with a bunch freeway ramps, discharge a bunch of guys who got water & supplies out of the trunk then took up station to beg. that is way too organized for me. it doesn't take a genius to figure out that the "need" might not be what it appears to be. here's a good one from a winter visit to your city. a drunk had a sign that said "i wanna go to hawaii". that's very funny, while looking for a handout. i am fairly compassionate but don't care to be taken advantage of. blindly believing anything is dangerous regardless of what part of the spectrum you are on. the blind left is just as dangerous as the blind right.

As for today's weather, 96° with a heat index of 102° when I walked home from work today. I had actually left the windows open and the AC off to save some energy while at work. The cat fared fine.

It felt like a return of good, old, warm but still nice summer. But they were only two days and now every day is hotter, today 33°C (91°F) and the day after tomorrow we expect 38°C (100°F). I don't want to even think about heat index. I'm very tired of all of that. I wish I could be somewhere else.

It's really sapping in terms of energy, isn't it? I look around and since I walk almost everywhere (no car) I see everyone literally shuffling like zombies. Then, of course, winter is brutal. Extreme is the new norm. It impacts our bodies and minds.
We're supposedly down to a relatively cool 88° today. Happy I'll be inside working in the dark with shades drawn - perfect environment. The heat yesterday did make for a pretty awesome thunderstorm at dinner time. The sky was black on one side of our building, and yellow out back.
Stay cool in whatever way you can, and conserve your own energy. This, too, shall pass.
Yes, @notkristie, everything passes. But I think two months more and would get used to it For the time being everyone is preparing for tomorrow, they say it's going to be the hottest day this year. Anyway, on the South is hotter.
As for thunderstorms and incredible images they may create, I miss them. I love storms, some of them are so beautiful and impressive.

i spent a week in nyc once when it was like what you are dealing with now. for the first (& only) time, i flew out of la guardia. scary airport in the first place but we got on the runway & a huge storm hit. sat on the runway for hours watching lightning bolt hit the concrete next to the plane. it was rugged all the way across the country & copious amounts of alcohol were consumed to the point where i couldn't see my ride, who was standing right in front of me. younger, wilder days haha.
There was a massive thunderstorm here last night/ early morning. I woke up at 3am to find 2 small cats cowering under the duvet & burying their heads into me to hide from the noise. So now it's a fresh 26°c here & starting to get muggy again.
Big storm just came in off the lake. Absolutely bucketing down here & I had to move the scorpion chillies off the window sill to stop them getting lashed to death by the wind. Rain's so heavy you can't see any of the hills out back
